Purpose

The purpose of this procedure is to describe:

the principles of operation and standards required; and

the responsibilities and practices of personnel; that apply to the certification of grape must and fresh juice moving from a Phylloxera Infested Zone (PIZ) or Phylloxera Risk Zone (PRZ) to a Phylloxera Exclusion Zone (PEZ) under an Interstate Certification Assurance (ICA) arrangement.

Scope

This procedure covers all certification of grape must and fresh juice moving from a PIZ or PRZ to a PEZ from businesses operating under an ICA arrangement in Queensland.

The state of Queensland is classified as a PRZ.

Not all ICA Operational Procedures are Accepted by all states and territories of Australia.

Some interstate markets may require additional quarantine certification as a condition of entry. It is the responsibility of the business entering into an ICA arrangement to ensure compliance with all applicable quarantine requirements.

Purpose

The purpose of this procedure is to describe:

  • the principles of operation and standards required for processing grapes in PIZ or PRZ into an approved product (grape must or unfiltered juice), the secure transport to a PEZ and the procedures required for receival at the PEZ winery to avoid the escape of any live phylloxera crawlers that may be present; and
  • the responsibilities and practices of personnel that apply to the procedures and responsibilities involved with an Interstate Certification Assurance (ICA) Arrangement covering:
  1. primary processing facility (crusher) in a Phylloxera Infested Zone or Phylloxera Risk Zone undertaking, crushing, pressing, filtration, centrifuging, or sedimentation;
  2. transport (carrier); and
  3. secondary processing facility (winery) in a Phylloxera Exclusion Zone for processing, through fermentation, into wine.

 

Scope

The scope of this Operational Procedure covers only nominated businesses.

This Operational Procedure cannot be extended to businesses without the permission of the Relevant Accrediting Authority in the importing state.

This Operational Procedure can be applied to situations where the PIZ or PRZ and PEZ are all in the one state or are located in different states. However, each business must be accredited by the Accrediting Authority of the state in which the business is located.

It is the responsibility of each business to lodge a completed application to the Accrediting Authority in the importing state. The winery must assume overall responsibility for the effective movement of product.

Not all ICA Operational Procedures are Accepted by all states and territories of Australia.

Purpose

The purpose of this procedure is to describe:

  • the principles of operation, design features and standards required for the transfer of grape must and fresh juice; and
  • the responsibilities and actions of personnel;

that apply to the transfer of grape must and fresh juice from a phylloxera infested zone (PIZ) or phylloxera risk zone (PRZ) for winemaking in a PRZ or phylloxera exclusion zone (PEZ) under an Interstate Certification Assurance (ICA) arrangement.

Scope

This procedure covers all certification of the transfer of grape must and fresh juice by a business operating under an Interstate Certification Assurance arrangement.

This procedure is in three parts under the headings of responsibility, requirements, specifications and control by the crusher, the carrier and the winery.

The different zones (PIZ, PRZ, PEZ) can be within a state, or in different states.

The arrangement cannot be extended to other products, or another business without the approval of the Accreditation Authority in the importing state.

Juice which has been filtered or otherwise processed to achieve a maximum particle size of 50 microns is exempted from intrastate and interstate quarantine conditions. As such, filtered juice is able to move without restriction.

Not all ICA Operational Procedures are accepted by all states and territories of Australia.

Certification under this procedure may not be an accepted quarantine entry condition for all produce to all intrastate and interstate markets.

Some intrastate or interstate markets may require additional quarantine certification for pests and disease other than phylloxera as a condition of entry.

It is the responsibility of the business consigning the produce to ensure compliance with all applicable quarantine requirements.

Information on intrastate and interstate quarantine requirements can be obtained from a local Agriculture Victoria inspector.
